Accountability Matters

  • Greenhills' hybrid accounting system is discouraged, while 70% of Ohio municipalities use Unified Accounting Network.
  • Regular audits by the Ohio State Auditor are mandatory to ensure fiscal responsibility.
  • Part-time Finance Official could save the village approximately $45,000 per year. (2011)
  • Fair and equitable tax rates are recommended to protect property values.
  • Advocate for cross-training Police and Fire personnel, following models like Amberley Village's joint public safety program.
  • Highlight that executive sessions are not required under Ohio Sunshine Law; Greenhills Council has held excessive closed meetings without sufficient transparency.
  • Suggests encouraging retirement of high-salaried employees.
  • Supports public censure of officials or employees when justified, using formal motions.
  • Criticism is directed at Mayor Dave Moore's long tenure (1970’s >>>), blaming his leadership and allies for a 40%+ population decline and increased income and property taxes in Greenhills.

Transparency Matters

  • Follow public bid laws: Ohio State guidelines on competitive bidding.
  • Mandatory Ohio Ethics Law training: Require annual Ohio Ethics Law and Ohio Sunshine Law training for all staff and officials to prevent any future nepotism and recurring conflicts of interest.
  • Job posting transparency: All job openings must be publicly posted.
  • Open appointment process: Publicly announce and hold interviews for any vacancies on Council or for the Mayor. (No crony appointments)

Community Development Matters

  • Economic and Infrastructure Development
  • Attract retail, commercial, and residential development, while enforcing Greenhills building maintenance codes.
  • Convert Palma Park tennis court to a multi-sport court and install another multi-sport court near the pool.
  • Replace the Village of Greenhills website and improve transparency by posting all agendas, minutes, resolutions, and ordinances online.
  • Provide citizen access to submit and track service work orders via the website.
  • Announce public meetings on the Winton Rd. electronic board and One Call.
  • Civic Engagement & Community Building
  • Revitalize civic involvement through recreation, sports, and volunteer programs.
  • Hold quarterly Town Hall meetings with guest speakers.
  • Invest in a Community/Admin Center at the former Presbyterian Church.
